, with mr. tim lee, who did a geogrouting for his new garage and undercut my garage with the geogrouting to do the project. i hired mr. mudky for that project. he met with the engineers. we made a couple of improvements through a couple of structural questions. they built the project. there was never a complaint. there was never a hearing. there was never an appeal. so it's really -- in fact, he also paid for my engineering. so there was no battle in that issue. secondly, this year alone, i let mr. butch come across into my yard by scrastleddin scaffoldine backyard to set up and put in sheer wall and new stucco that he wanted on the wall of my house. he said i'll pay you 5,000 to do it. i said you don't have to pay me. if it's a good project and you need to do it and it will help, that's fine. so he came in, he did it. at that time, everybody was happy. however, he then decided to do the garage. now he's been a year and a half from this state that you see on the drawing. it's been like that with the big dumpster coming out from the backyard for a year and a half. i know you have a letter

would be the time for it. i understand we do have a comment from mr. lee. >> hi, my name is tony lee, i am speaking on behalf of my parents, their property owner to market street, at 16th street. they had a tenant that apparently wasn't paying their water bill, and i guess out of policy, the sfpuc sends a notice of any kind, which is a lien notice five months after bills have already incurred. so the first time that a property owner, my parent's english is very limited. i helped them, so the first time my parents even heard there was a problem was five months on or after usage already occurred. so, we know after my parents heard, they started the eviction process. so 11 months later, my parents who didn't use a drop of the water is having to pay $9,000 plus, so, i understand the concept of making the property owner pay for things, but the question that i have is, why does a notice have to be sent out only five months later? and so i ask this question, i have written a bunch of letters. the first was support to marge viscara and basically the statement was, no criticism to them, but they

. >> chairman nolan: thank you. mr. lee, you want to speak to those? >> good afternoon, mr. chair, members of the board. bon yee with sustainable street. this proposal is far from the way mr. toronto portrays. basically whatdt4nç happened was you know, we approved bicycle lane project on cesar chavezuegn about six months ago, and it's been implemented as part of that change, you can see -- you can see part of the parking being removed to accommodate the bike lane. so we look for ways to work with the businesses to make sure that there's enough turnover parking for the businesses during the day and at the same time we know that the yellow cab key op is on missouri street, which is the next street over. and they have a big shift change toward the end of the day. so what we're proposing to do, working with the businesses, is to have a four hour limit, is to have some turnover during the day and have a one hour limit here but this particular restriction only goes to 2 pm. so that will guarantee rigorous turnover during the day and then when the cab drivers come for the shift there had been s

must consider the environment also, and the quality of the planet on which we live. with mr. lee, we talked about all these questions and of course we are going encourage all of these new companies and everything that enables us to improve our cities and make them a better place to live and less polluted place to live, as may it in transportation, management of energy, in san francisco and in paris, there are innovations that are certainly ahead of many other cities in the world and i want to learn from san francisco and of course paris is there for the san francisco team, may it be a development of electric transportation or automobiles or [inaudible] or the reuse of energy of heat to heat private buildings or public building by using waste water, i explained to mayor lee that a couple of years now, i worked with bill clinton on the isolation of public buildings and specifically schools so that every year, we could renovate 100 schools in paris and the children are in heated rooms but where we don't waste energy. these are subjects on which we have a lot of common ambition and where

them on the internet. >> president hwang: so comparing the project you did and you consulted on mr. lee's property and compared to the property at issue here, are you operating -- do you have comparable conditions? are you advising in the exact same manner as you would have over there? >> it's about the same technically. there's a difference, i can tell you in a minute what it is. >> president hwang: okay. >> on the other project it was a top-down project. there was no way to go in from the side because there was 23, 24 feet of sand against i call him keith. i can't pronounce his name -- against keith's building there was 23, 24 feet of sand and it was right against his building and his foundation was not deep. so we had to shore, from not going underneath this building, we shored from the side, using grout. it was a much more difficult process, that was. the other project, the new project, is a tunnel. and it presents new type of things, but it doesn't come near keith's property. it just doesn't come near his house. there's a concrete staircase between his house and the garage. it

heartening to see mr. lee and mr. alvarez here working with everyone in the city family to make this a reality. >> commissioner moore. >> thank you. i echo what my fellow commissioners are saying. i am strongly in support of the proposed ordinance. the version which is in front of us, just to remind you, is indeed [speaker not understood]. so, if there are any changes or ideas which have been added or subtracted, we are not privy to that except i express the same comfort with you here and mr. olson. you are here basically to layout the game board. i want to just inject to illustrate commissioner bruce's concern. i was working hard for katrina in norxv. -- new orleans. here we were looking strongly at hud housing projects and the was to assess what state of damage they were. and basically do what we thought was -- we thinking them for the reuse of the people were displaced by katrina. and to upgrade ideas, using hud standards and all the things you need to do, all we were told was that this site would be remission for higher and better use. i don't need to say more. >> commissioner anto

initial comments and i understand they have also one additional change, but mr. olson lee, it's good to have you here. >> thank you very much, olson lee, director of the mayor's office of housing. the mayor's office of housing did have one modification to the modifications suggested by the planning commission, and that is to clarify the valuation of the programs, the housing trust fund, be based on different income categories including those above 120. one of the programs of the housing trust fund is the first responders program, done payment assistance first responders, they are likely to be over 120 percent of median income and we want to be sure any evaluation captures that part of our program going forward. the income categories suggested by the planning department plus a category of over 120. >> and mr. chair, i should clarify, the changes that the mayor's office and housing have recommended is in the amended version that i just circulated to all of you here and i would ask the committee after public comment to adopt that and hopefully move it forward with recommendation. >> thank
